Being the driest inhabited continent on earth, nothing has had a greater impact on Australia than water. Here the rainfall patterns are highly variable and this variability means that Australian communities frequently face water supply and water quality problems. Only 12 percent of the annual rainfall over this continent results in runoff into streams and rivers or soaks into and is retained in the ground. The rest is returned to the atmosphere directly by evaporation or from vegetation through the process of transpiration. This results in Australia having only one per cent of the water carried by the world’s rivers despite having five per cent of the world’s land area.

Concrete measures are being taken to secure the water supply of all Australians in the form of several momentous water conservation programs which are listed below.

Australia Water Conservation Programs / Water Smart Australia Program

The Australian Government’s Water Smart Australia Program aims to accelerate the development and uptake of smart technologies and practices in water use across Australia. Every state has been assigned its own projects under this program. The latest projects announced are: The Hawkesbury Nepean River Recovery Project andLatrobe Aquifer Financial Assistance package which were announced in May 2009.

National Urban Water and Desalination Plan

Under the National Urban Water and Desalination Plan the Australian Government will provide $1 billion over six years (commencing 2008/09) to help secure water supplies. The Plan targets cities and towns of 50,000 people or more and will support projects that use desalination, recycling and stormwater harvesting to improve water supply security. The $1 billion National Urban Water and Desalination Plan is a key element of the Water for the Future framework.

Australia Water Conservation Programs / National Water Security Plan

The National Water Security Plan for Cities and Towns is a key component of Water for the Future. Under the plan, the Australian Government is providing $254.8 million over five years to cities and towns with fewer than 50,000 people to upgrade older pipes and water systems, to install new infrastructure and for practical projects to save water and reduce water losses.

National Rainwater and Greywater Initiative

The $250 million National Rainwater and Greywater Initiative aims to help people use water wisely in their everyday lives. The Australian Government is providing:

1. Rebates of up to $500 for households to install rainwater tanks or greywater systems.

2. Grants to surf life saving clubs of up to $10,000 to install a rainwater tank or undertake a larger water saving project.

The Living Murray Initiative was established to help improve the health of the River Murray. In 2004, the Murray-Darling Basin Ministerial Council committed $500 million ($200 million from the Australian Government) over five years to recover an annual average of up to 500 gigalitres of water for the environment. In the 2006-07 Federal Budget, the Australian Government committed a further $500 million to bolster the capacity of the Murray-Darling Basin Commission to accelerate the implementation of the Living Murray and other initiatives.

Water Futures Assesment

The Northern Australia Water Futures Assessment is a multidisciplinary program being delivered jointly by the Department of the Environment, Water, Heritage and the Arts and the National Water Commission. The objective of the assessment is to provide an enduring knowledge base to inform decisions about development of northern Australia’s water resources, so that any development proceeds in an ecologically, culturally and economically sustainable manner.

The Australian Government committed almost $32 million over five years (1999-2004) to accelerate work on the repair of uncontrolled artesian bores and the replacement of wasteful open earthen bore drains with piped water reticulation systems through theGreat Artesian Basin Sustainability Initiative (GABSI). The Australian Government has since committed a further $42.7 million over five years (2004-2009) to continue this work (of which $1.36 million has been allocated to support similar work in the Carnarvon Artesian Basin in Western Australia).

The National Water Initiative (NWI), agreed in 2004 by the Council of Australian Governments, is the national blueprint for water reform. Water for the Future advances the implementation of the NWI. The NWI is a shared commitment by governments to increase the efficiency of Australia’s water use, leading to greater certainty for investment and productivity, for rural and urban communities, and for the environment.

Furthermore, the Water Act 2007 and Water Amendment Act 2008 are thebiggest reforms of water management in Australia’s history.

Australia has among the most comprehensive water legislation in the whole world. Apart from nationwide laws that cover issues on water supply, distribution, usage, and treatment, it has a number of regulations that are detailed in stages, Stage 1 being the least restrictive while Stage 8 being the most restrictive. The highest a town has ever reached is Stage 7 which was enforced in Kingaroy, Queensland.
